Lukashenko: I have veto over use of Russian nuclear weapons in Belarus

MINSK (Reuters) – Belarusian President Alexander Lukashenko said on Thursday that he would have a veto over any use of the tactical nuclear weapons that Russia is stationing on his territory, and goaded the West’s spies for missing the transport of the warheads.
President Vladimir Putin, who rules the world’s biggest nuclear power, announced a plan in March to deploy tactical nuclear weapons in Belarus, Moscow’s first move of such warheads outside Russia since the 1991 fall of the Soviet Union.
Putin said the deployment of the weapons did not contravene the nuclear Non-Proliferation Treaty of 1968 as the weapons would be controlled by Russia just as U.S. nuclear weapons in Europe are formally controlled by the United States.
But Lukashenko, who dismissed suggestions that he was Europe’s last dictator, repeatedly told reporters that he would have a veto in any use of the Russian tactical nuclear weapons – over which Putin has the ultimate decision-making power.
“Control is carried out perfectly, jointly by Belarusians and Russians,” Lukashenko said. “If Russia ever decided to use nuclear weapons, I am sure that it would consult with its closest ally – with us.”
“If I or our people or our state does not want something – then it means it will not happen.”
Lukashenko told reporters no one wanted to attack the United States or European powers with the nuclear weapons, saying they were exclusively defensive.
The Federation of American Scientists said in a research note last month that it had yet to find visual evidence that conclusively indicated the presence of an active nuclear weapons facility on the territory of Belarus.
Its top nuclear researcher, Hans Kristensen, said that the U.S. Central Intelligence Agency had picked up a visit earlier this year by a senior Russian officer to a facility at Osipovichi for a potential upgrade to nuclear weapons storage.
Lukashenko said a “number of nuclear warheads have been moved to the territory of Belarus”.
He said the Russian nuclear weapons, which are controlled by the Russian defence ministry’s 12th Main Directorate (known as 12th GUMO), had not been transported by land.
“I’ll tell you a damning fact: We did not move nuclear warheads by land,” he said, adding that the transport of the nuclear weapons had gone unnoticed by the Central Intelligence Agency, by Britain’s Secret Intelligence Service (known as MI6) or by German intelligence.
“Neither you nor the United States, nor MI6, nor in Germany – have noticed this anywhere. That was the plan.”
Reuters had no way of verifying the secret assessments of spy agencies.
The United States has criticised Putin’s nuclear deployment but has said it has no intention of altering its posture on strategic nuclear weapons and also that it has not seen any signs Russia is preparing to use a nuclear weapon.
Putin has said not said which “tactical” nuclear warheads have been deployed, though Lukashenko has said the warheads are three times more powerful than the atomic bombs the United States dropped on the Japanese cities of Hiroshima and Nagasaki in August 1945.
The Hiroshima bomb, made from highly enriched uranium-235, was about 16 kilotons (equivalent to 16,000 tonnes of TNT), while the Nagasaki bomb, made from plutonium-239, was about 21 kilotons, according to the World Nuclear Association.
Lukashenko cautioned that any aggression against Belarus would result in a split-second response.
“If you make any aggression against Belarus, the answer will be instant. The targets have been defined,” he said.

BOJ hopes to keep 2% inflation target while monitoring climate shock risks

TOKYO (Reuters) – The Bank of Japan (BOJ) hopes to maintain its 2% inflation target even if climate change causes long-term shocks to future price developments, Governor Kazuo Ueda said on Saturday.
But Ueda said the BOJ will “monitor carefully” how the economic impact of climate change, as well as the fallout from government measures to promote the green transition, could affect inflation expectations.
“We would like to keep the inflation target at the current level”, even if climate change shocks occur, Ueda said at a conference in Basel, monitored via live YouTube feed. “But I of course worry what it will do to inflation expectations.”
Japan will likely introduce a carbon tax sometime in the future, which could affect inflation expectations, Ueda said at the conference, held to discuss the impact of climate change on the economy and monetary policy.
Government subsidies to promote the green transition may also create inflationary pressure in the short term, although Japan can “accommodate such inflationary forces for a while”, as underlying inflation was currently still below 2%, he said.
Under its green transition strategy, the Japanese government will provide fiscal support worth 20 trillion yen ($131 billion), or 3% of the country’s gross domestic product (GDP), to companies investing in environment-friendly technology over the next 10 years.
In the second phase of the strategy, the government plans to introduce carbon pricing and operate a fully fledged emissions trading system in fiscal 2026, and to impose a fossil fuels surcharge in fiscal 2028.
The conference was co-organised by the Bank for International Settlements, the BOJ, the Bank of Spain and the Network for Greening the Financial System.

Qatar to pause Gaza ceasefire mediation, source says

DOHA (Reuters) -Qatar will stop trying to mediate a Gaza ceasefire and hostage release deal until Hamas and Israel show a “sincere willingness” to return to the negotiating table, an official briefed on the matter told Reuters on Saturday, in the biggest setback to efforts to reach a truce since the war began.
The small but influential Gulf country has also concluded that Hamas’ political office in Doha “no longer serves its purpose”, the official added, in a further blow to the Palestinian militant group whose top leaders have been assassinated by Israel.
Qatar, alongside the United States and Egypt, has played a major role in rounds of so-far fruitless talks to broker a ceasefire to the year-long war in Gaza and the release of Israeli hostages Hamas is holding in the enclave. The latest round of talks in mid-October failed to produce a deal, with Hamas rejecting a short-term ceasefire proposal.
“The Qataris have said since the start of the conflict that they can only mediate when both parties demonstrate a genuine interest in finding a resolution,” the official said.
Qatar has not set a deadline for Hamas’ political office to close or for Hamas leaders to leave Qatar and it was unclear if the move could be reversed.
Qatar informed Hamas, Israel and the U.S. administration that it would be willing to resume its negotiating role if Hamas and Israel “demonstrate a sincere willingness to return to the negotiation table with the objective of putting an end to the war,” the official said.
There was no official response from Hamas.
A Palestinian official close to the mediation talks said: “Hamas may not comment unless it is informed officially by Qatar. So far it is media talk.”
Washington had told Qatar that Hamas’ presence in Doha was no longer acceptable in the weeks since the group rejected the latest proposal to achieve a ceasefire and a hostage deal, a U.S. official said on Friday.
Qatar’s government reconsidered Hamas’ presence in the country in April, which the official said prompted the group’s leaders to leave for Turkey.
“After two weeks, the Biden administration and the Israeli government asked Qatar to request their return,” the official said, adding that Washington has said negotiations were ineffective when the Hamas leaders were in Turkey.
Qatar, designated as a major non-NATO ally by Washington, has hosted Hamas’ political leaders since 2012 as part of an agreement with the U.S.
It is unclear how many Hamas officials live in Doha, but they include several touted as possible replacements for leader Yahya Sinwar, whom Israeli forces killed in Gaza last month, including Sinwar’s deputy Khalil al-Hayya, who has led ceasefire negotiations for the group, and Khaled Meshaal, widely seen as Hamas’ diplomatic face.
The group’s previous leader Ismail Haniyeh, who was assassinated in Iran in July almost certainly by Israel, was also based in Doha. His body was flown to Qatar for burial in early August.

WOBURN, Mass., Nov. 09, 2024 (GLOBE NEWSWIRE) — Replimune Group, Inc. (NASDAQ: REPL), a clinical stage biotechnology company pioneering the development of novel oncolytic immunotherapies, today announced that the primary analysis data from the IGNYTE clinical trial, including initial biomarker analyses, was presented as a late-breaking abstract during an oral session at the 39th Annual Meeting of the Society for Immunotherapy of Cancer (SITC 2024) in Houston, Texas. In addition, data from the ARTACUS clinical trial evaluating RP1 monotherapy in solid organ transplant patients with advanced cutaneous malignancies was also shared in an encore poster presentation during the meeting.
The initial biomarker analyses included in the SITC presentation which demonstrate increases in tumor CD8+ T cell infiltration and PD-L1 expression along with the induction of an immune inflammatory gene signature after treatment, further support the intended mechanism of RP1 in combination with nivolumab, including its ability to induce a systemic response after progression on prior anti-PD1 therapy, said Kostas Xynos, MD, PhD, MBA, Chief Medical (TASE:) Officer of Replimune. We believe that the systemic activity of RP1 and nivolumab is in particular demonstrated by the similar level of responses seen in both injected and non-injected lesions, including hard to treat visceral lesions, and by the durability of the responses seen.
IGNYTE Clinical Trial Data at SITC
The IGNYTE clinical trial cohort in anti-PD-1 failed melanoma included 140 patients who received RP1 plus nivolumab after confirmed progression while being treated for at least 8 weeks with anti-PD-1 based therapy, with or without anti-CTLA-4. The primary analysis by blinded independent central review was triggered once all patients had been followed for at least 12 months. The median follow-up at the time of the primary analysis was 15.4 months (0.5-47.6 months).
Data from the IGNYTE trial presented at SITC 2024 show:
- One-third of patients experienced a confirmed response, with an overall response rate (ORR) of 33.6% by modified RECIST (mRECIST) v1.1 criteria, the primary endpoint in the trial protocol, and 32.9% by RECIST v1.1 criteria, an additional analysis requested by the FDA. The complete response (CR) rate by mRECIST v1.1 was 15%. In patients who had prior anti-PD1 and anti-CTLA-4, the ORR was 27.7% and for those who had primary resistance to anti-PD1, the ORR was 35.9% by mRECIST v1.1.
- The median duration of response from response initiation was 21.6 months.
- Most injected and non-injected lesions (85%) in responders had a 30% or greater reduction in size. RP1 plus nivolumab induced deep responses in non-injected lesions in visceral organs, including those distant from the injection site.
- Median overall survival for the trial has not been reached, however, one-, two-, and three-year survival rates were 75.3%, 63.3%, and 54.8%, respectively. 12-month progression free survival (PFS) was 32.8% and median PFS was 3.7 months.
Initial biomarker data included in the SITC presentation show:
- Tumor inflammation signature (TIS) and nano string analysis revealed an increase in the expression of genes associated with CD8+ T cells and inflammatory cytokines. These markers highlight the potential of RP1 plus nivolumab to generate a potent anti-tumor immune response. TIS is an investigational use only assay consisting of 18 genes that assesses the presence of an adaptive immune response, and which is associated with responsiveness to anti-PD1 therapy1.
- Immunohistochemistry (IHC) images demonstrate that RP1 plus nivolumab may stimulate tumors to a more immune inflamed state, further highlighting the potential of RP1 plus nivolumab to reverse mechanisms of resistance to anti-PD1 therapy.
As previously reported, RP1 combined with nivolumab continues to be well-tolerated. Treatment-related adverse events associated with RP1 in combination with nivolumab were predominantly Grade 1-2 constitutional type events (> 5% of patients), including fatigue, chills, pyrexia, nausea, influenza-like illness, injection-site pain, diarrhea, vomiting, headache, pruritis, asthenia, arthralgia, myalgia, decreased appetite, and rash, with a low incidence (12.8% of patients) of Grade 3-4 events, which were predominantly Grade 3. Grade 4 events were one each of lipase increased, cytokine release syndrome, myocarditis, hepatic cytolysis, and splenic rupture. There were no Grade 5 events.
